Nigeria’s House of Representatives Probes USAID Over Alleged Terrorism Sponsorship: A Call for Transparency and Accountability

In a recent development, Hon. Inuwa Garba, a member of Nigeria's House of Representatives representing the Yamaltu/Deba Federal Constituency, addressed journalists alongside the Chairman of the House of Representatives Press Corps, Mr. Boyoega Onadiran, at the National Assembly in Abuja. The briefing centered on an investigation into allegations made by U.S. Congressman Scott Perry, who claimed that the United States Agency for International Development (USAID) has been funding terrorist organizations in Nigeria, including Boko Haram.

During the inaugural hearing of the U.S. House Subcommittee on Delivering on Government Efficiency, Congressman Perry alleged that "$697 million annually, plus shipments of cash funds in Madrasas, ISIS, Al-Qaeda, Boko Haram," were being funneled through USAID. In response, Hon. Garba expressed deep concern over these claims, emphasizing the need for a thorough investigation to ascertain their veracity. He highlighted that if these allegations are true, they raise serious national and international security concerns, potentially undermining Nigeria's sovereignty and compromising ongoing efforts to combat terrorism.


The House of Representatives has resolved to constitute an ad-hoc committee tasked with investigating the activities of non-governmental organizations (NGOs) operating in Nigeria, their sources of funding, and how these funds are utilized. This decision aims to uncover any external influences that may be exacerbating the country's security challenges. Additionally, the House has urged the Federal Government to engage with the U.S. Government through its Committee on Foreign Affairs to obtain formal clarification on the matter.


Hon. Garba underscored the devastating impact of terrorism on Nigeria, noting the significant loss of lives, destruction of property, and displacement of over one million citizens. He stressed that failure to investigate these weighty claims could embolden criminal and terrorist elements, further exacerbating the insecurity challenges confronting the nation.


In the wake of these allegations, various stakeholders have weighed in. Emmanuel Ogebe, a human rights lawyer who successfully led the campaign for the designation of Boko Haram as a Foreign Terrorist Organization in 2013, criticized Congressman Perry's claims. Ogebe stated that such unfounded allegations irresponsibly jeopardize the security of American diplomats and aid workers in Nigeria, as well as local communities affected by terrorism. He urged for a repudiation of these false claims to prevent further endangerment of lives.

As the investigation unfolds, it is imperative for both Nigerian and U.S. authorities to collaborate closely, ensuring transparency and accountability. The outcome of this probe will be crucial in determining the next steps in Nigeria's fight against terrorism and in maintaining the integrity of international aid efforts within the country.
